2.1 Nothing is before the body until the chair states it
Robert's Rules is the adopted parliamentary authority from precinct through state level. A member moves, someone seconds, and then the chair states the question. Until that third step, there is nothing to debate and nothing to vote on. Most local procedural disputes start exactly here.
2.2 Submit a motion, not a topic
A topic gets discussed and forgotten. A motion gets seconded, debated, voted, and recorded. Name the body, name the action, name the deadline. Write something a person can vote yes or no on.
2.3 Four tools when you are outvoted
Point of order stops proceedings to say a rule is being broken, and the chair must rule. Appeal takes that ruling away from the chair and gives it to the body. Division forces a counted vote after an unclear voice vote. A roll call demand puts every vote in the minutes by name.
2.4 The appeal is the keystone
A ruling by the chair is not final. If a member appeals and the body sustains it, the ruling is overturned. A chair who refuses to entertain an appeal is exceeding the chair's authority. If that happens, say so and ask that the refusal be recorded in the minutes.
2.5 One fifth, not a majority
A roll call vote is demanded by one fifth. One fifth of participants at a precinct convention. One fifth of delegations at a county or district convention, in writing. One fifth of members in a committee meeting, in writing. A minority of one fifth can put every name beside every vote, permanently.
2.6 Minutes decide disputes later
Discussion is not action. Only what was moved, seconded, and voted is a decision. Read the minutes before you approve them, because approval is the moment to correct the record and afterwards it is very hard. If something is missing, move to amend before approval.
